Ukrainian President Viktor Yanukovych intends to ensure the country's revenues from the export of Ukrainian technologies, research and engineering developments and educational services are $1 billion a year. 

"We need to integrate education, research and innovation through expanding the research sector at institutions of higher education. We have to restore demand for science as a basis for national economic competitiveness. Our guideline should be a level of know-how exporting - the results of research and engineering developments and educational services in comparison with income from military and technical cooperation - of $510 million a year," he said in his state-of-the-nation address at Kyiv's Ukraina Palace on Thursday.

Yanukovych said that the government in Ukraine should substantially support from three to five leading universities in the country and implement a program to make those institutions some of the world's best universities.

In addition, another national project, according to the president, should be the creation of a national electronic library.

"Establishing a national digital library should become a nationwide project, which will combine educational, scientific, university, museum resources into one network. The creation of such a library and its integration into the European network, the development of joint programs with our neighbor, Russia, is a real breakthrough in science and education," he said.

He also stressed that it is important that "every family and every school" has access to such a library.
