01.02.2012 Enhancing the Bilateral Science and Technology Partnership in Ukraine

The Final Conference of the project BILAT-UKR took places on 31 January and February 1st, 2012 in Kiev (in the building of NASU) in presence of the European Commission.

Ukraine as one of the closest and largest neighbours of the EU has a high potential for scientific and technological development. The country has a long tradition of scientific bilateral cooperation with many EU countries and is a priority partner country within the European Neighbourhood Policy (ENP). The BILAT-UKR project focuses on further enhancing the bilateral partnership between Ukraine and the EU based on the S&T agreement by means of concrete initiatives in order to prepare the ground for Ukraine’s association to the 7th Framework Programme (FP7).

The BILAT-UKR’ consortium includes 10 prominent institutions from Ukraine, France, Germany, Austria, Poland and Romania. Coordinator of the project is the National Centre for Scientific Research (Centre National de la Recherche Scientifique) CNRS, France. Observation was provided by Assystem UK limited Assystem, United Kingdom. Ukraine was presented by National Information Centre for Ukraine-EU Cooperation, Ukraine (NIP) and National Academy of Sciences of Ukraine (NASU).

The main results and achievements of BILAT-UKR, examples of tools for enhanced EU-Ukraine cooperation, and key issues was presented at The Final Conference. Four parallel sessions took place:
1. European Neighbourhood Partnership Initiative for Ukraine and Regional Cooperation
2. Setting-up European Technology Platforms and Innovation programmes
3. Mobility Programmes and Infrastructures
4. National Contact Point Services

The 2nd day of the Final Conference was devoted to “European and Ukrainian National Contact Points on the 7th Framework Programme of the European Union get together to share their experience» and parallel session “BILAT-UKRAINE Executive Board Meeting” and “Meeting of the BILAT-UKR consortium”.

For identifying and analyse the S&T Potential of EU-Ukraine Cooperation was created platform S&T Gate Ukr.Eu with detailed and up-to-date information about the political development of research and technology in the Ukraine, information about collaborative projects, programmes and partner organizations, contact information for local experts.

The main activities was provided in such priority areas:

- Health;

- Food;

- Information and communication technologies;

- Nanoscience;

- Energy;

- Environment;

- Transport;

- Social-economic sciences and humanities;

- Space;

- Security.

So the National contact points (NCPs) was established in compatibles institutes in Ukraine, some of them are bellow:

The main NCP and also for mobility, legasy and financial issues is The National Information Centre for Ukraine-EU S&T Cooperation, NIP (headed by Olena Koval).

On the Conference the main results and achievements of BILAT-UKR, examples of tools for enhanced EU-Ukraine cooperation, and key issues were presented. Four parallel sessions took place:
1. European Neighbourhood Partnership Initiative for Ukraine and Regional Cooperation (Moderator: Daniel Cosnita, IPA – Research and Development, Engineering and Manufacturing for Automation Equipment and Systems, Romania)

2. Setting-up European Technology Platforms and Innovation programmes (Moderator : Krzysztof Trojanowski, Polish Academy of Science, Poland)

3. Mobility Programmes and Infrastructures (Moderator : National Academy of Science of Ukraine)

4. National Contact Point Services (Moderator: Olena Koval, National Information Point on FP7 in Ukraine )

The main barriers and problems in project realization pointed out by participants are:

- lack of training skills and information:

- bad pro-activity of the science community on institutes and individual levels;

- legal and infrastructure barriers;

- bad project management;

- financing;

- lack of definition of national priorities.

The main recommendations for improvements were made by participants are:

- open publications and transparency information;

- rising awareness;

- attraction of younger researches;

- coaching and mentoring;

- co-financing in kind;

- lobby national interests.

During the 3d session Ukrainian science club’s member - Anna El’skaya (Director of the Institute of Molecular Biology and Genetics of NAS of Ukraine) presented ERAWIDE project: “Enhancing molecular biology Ukraine-EU cooperation”.

Et the end, Mrs. Martine Bonin pointed out that main results, conclusions and proposals from project’s participants will be presented at official websites in summary proposals.
